2018年5月8日，乌干达内政部长Jeje Odong将军在乌干达内政部长办公室会见张氏集团及辽沈工业园董事长张皓。
Jeje Odong将军对张皓董事长的到来表示欢迎，并赞扬他对乌干达工业化进程及辽沈工业园招商引资工作做出的贡献。
张皓董事长表示，Kapeeka辽沈工业园区的发展正处于正确的轨道，并强调了辽沈工业园区在乌干达经济转型和经济发展中的重要作用，同时请求内政部给予辽沈工业园更多的支持。张皓董事长提出，目前的工作签证费用昂贵，影响生产成本，这使得乌干达制造的产品在市场上没有竞争力，因此对投资产生抑制作用。张皓董事长希望内务部移民局派专人负责辽沈工业园企业的工作签证，以便提高园区企业的申请签证的效率。
Jeje Odong将军感谢张皓董事长对乌干达政府的切实建议，这有助于调整政策以支持发展。Jeje Odong将军承诺将召开内政部会议并讨论这些问题，并在本周末之前回复。
MD Zhang meets Hon Gen Jeje Odong
Tuesday, 8th May, 2018 Mr. Zhang Hao, the Managing Director of Zhang’s Group and Chairman of Liao Shen Industrial Park, Kapeeka met Hon. General Jeje Odong, the Minister of Internal Affairs of the Republic of Uganda at the Ministry of Internal Affairs offices in Kampala.
Hon. General Jeje Odong warmly welcomed Mr. Zhang Hao and commended his efforts to establish Liao Shen Industrial Park, Kapeeka to enhance economic opportunities for Uganda.
Mr. Zhang Hao said the developments at Liao Shen Industrial Park, Kapeeka are on right track and requested for support from the Ministry of Internal Affairs in the following areas;
1. Establishment of industrialist work permit category to facilitate the government program on industrialization.
2. Current work permit fees are expensive and impact on cost of production which makes the products made in Uganda not competitive on the market and therefore a disincentive to investment.
3. Security bond; is preferred to have a fixed lump sum amount deposited with immigration directorate of the Ministry of Internal Affairs other than individual charges.
4. He also requested for a designated officer from immigration directorate of the Ministry of Internal Affairs to fast track permit application for Liao Shen Industrial Park.
Mr. Zhang Hao stressed the significance of Liao Shen Industrial Park in technology transfer and development of the economy of Uganda.
Hon. General Jeje Odong applauded Mr. Zhang Hao for the practical suggestion to Uganda government that will help to align policies to support development. The Minister said it is within his powers to review strategic issues for the development of the economy. Hon. General Jeje Odong promised to convene an internal meeting and address the issues and revert to Mr. Zhang Hao by the end of the week.
