2018年4月13日，乌干达投资局与辽沈工业园投资商月度协调会在辽沈工业园召开第二次会议。辽沈工业园总经理郭斌出席并主持会议。
来自政府部门（MDAs）的代表包括，乌干达电力传输有限公司（UETCL）总经理Eng.Williams Kiryahika、乌干达投资管理局（UIA）投资便利和保障事务主任Byensi Lawrence、财政部规划和经济发展部代表、乌干达出口促进委员会（UEPB）代表、及乌干达国家道路管理局（UNRA）代表。
其中，参加此次会议的UETCL总经理在报告时说，5 KV的电力已经延伸到辽沈工业园，另外2.5 KV将在两周内获批。
会议还讨论了工业水价，污水处理规划、供水可靠性，工作签证费价格计划、工业固体废物管理办法、出口文件简易化处理和道路升级等事务，同时对以上事宜进行了备案。
The 2nd MonthlyInvestor’s Coordination Meetings on the development of the Liao Shen Industrial park
Implementation of Monthly Investor’s Coordination Meetings with Uganda Government coordinated by Uganda Investment Authority (UIA) at the request of Liao Shen Industrial Park has smoothly hosted the 2nd meeting on Friday, 13th April, 2018 at Ho & Mu Food Technology Uganda Company Board Room, Liao Shen Industrial Park, Kapeeka.
The meeting was attended by representatives of Ministries, Departments and Agencies of Government (MDAs) who are stakeholders in developing infrastructure for the industrial park.
The Managing Director of Uganda Electricity Transmission Company Ltd (UETCL) Eng. William Kiryahika who attended the meeting reported that electricity of 5 Mega Watts is already extended to Liao Shen Industrial Park, Kapeeka and additional 2.5 MW will be availed within two weeks as it had been pledged by Hon. Simon D’Ujanga, the Minister of Energy on the 28th March 2018,
The meeting also discussed industrial water tariffs, reliability of water supplied, establishment of a sewerage plant for the park and Kapeeka town board as directed by H.E the President of Uganda, high charges on work permits, ease of facilitation for investment in the park, industrial and solid waste management, processing of export documentation and upgrading of the road among others.
Mr. Byensi Lawrence, the Director of Investment Facilitation and after care at Uganda Investment Authority (UIA), officials from Ministry of Finance, Planning and Economic Development, Uganda Export Promotion Board (UEPB), Uganda National Roads Authority (UNRA) and staff of Liao Shen Industrial Park led by Mr. Gou Bin, the General Manager attended with representatives of operators.
