BUBU政策(BUYUGANDA BUILD UGANDA 通过购买乌干达本地制造的产品来振兴乌干达的发展)由乌干达总理在2017年3月发起,旨在推广乌干达本地生产的商品,并使其在国内和国外市场的具备竞争力。乌总统穆塞韦尼希望推进的BUBU政策,通过振兴私营企业的活力,增加本地采购数量,不断改变本地产品的质量以达到所要求的标准。该政策的实施重点在于以下重点领域的生产商和服务提供商:建筑材料和服务,文具,纺织品,家具,鞋类,皮革和皮革制品,塑料,电缆,食品和饮料,医药产品,会计和审计,法律服务,印刷和运输,咨询服务,教育服务,教育服务,保险服务,酒店和航空票务服务。
该政策也旨在希望提振乌干达的出口,扭转目前出口贸易出口不平衡的局面。 BUBU政策的实施希望将本地超市的货架空间的40%用于本地产品,同时最低30%的政府采购是通过向当地产品和服务采购,以及采购超过采用了乌干达本地资源的50%用于生产的产品。

BUY UGANDA BUILD UGANDA POLICY- BUBU POLICY
BUBU policy was launched by the Rt. Hon. Prime Minister in March 2017 with an aim of promoting Uganda’s locally produced goods and making them competitive on both the domestic and foreign markets. The BUBU policy which was a Presidential Directive intends to develop a vibrant dynamic private sector that transforms local products in order to meet the required standards. The implementation of the policy is focusing on producers and service suppliers in the following priority sectors: construction materials and services, stationery, textiles, furniture, footwear, leather and leather products, plastics, electric cables, foods and beverages, pharmaceutical products, accounting and auditing, legal services, printing and transport, consultancy services, education services, education services, insurance services, hotel and air ticketing services.
The policy aims at boosting Uganda’s exports and reverses the current trade imbalance of imports out weighing exports. BUBU seeks to give 40% of shelf space in super markets to local products, 30% minimum Government procurement by value awarded to local products and services and 50% of local resources utilized in production.
The policy is already yielding tangible results for the private sector. For example, Karuma hydro power dam construction is using nearly 90% of all its cement needs from domestic cement factories. Hima Cement signed a Memorandum of Understanding with Chinese Communication Construction Company (CCCC) to supply 12,000 tonnes of cement for three major projects. These initiatives are aimed at boosting incomes, creating jobs and transforming Uganda into a middle income nation in line with the vision 20140 master plan.
The policy provides for Government support to the private sector in the development and marketing of Ugandan brands and creating awareness and cultivating supportive measures in sourcing of procurements in Uganda.
